Stroma Certification’s DEC Scheme

Public Building Assessment Certification, or DEC Certification, is provided by Stroma Certification. It allows Public Building Assessors, or DEC Assessors, to carry out energy assessments on public buildings. Our scheme is approved by the Department for Levelling Up, Housing & Communities (DLUHC). By achieving certification, a DEC Assessor can create Display Energy Certificates and Advisory Reports.

OR Toolkit

OR Toolkit (Operational Rating Toolkit) is a third-party software developed by SystemsLink to enable energy assessors to produce Display Energy Certificates (DECs) and Advisory Reports (ARs). OR Toolkit helps Public Building Assessors to provide clear advice on energy savings measures for public buildings. SystemsLink have provided OR Toolkit for use by members of Stroma Certification's DEC Certification scheme for Public Building Assessors.

Prospective members will be supported throughout the course of your membership with regular auditing and technical review of your public building lodgements. A further scheme requirement is the maintenance of your professional skillset through the completion of 10 hours CPD. Stroma Certification offers regular CPD material including technical bulletins to support you.
Display Energy Certificates provide public buildings with an operational rating, in terms of energy usage, on a scale of A – G (A being the most efficient). DECs are based on the actual amount of metered energy used by the building over a 12-month period. Both a DEC and an Advisory Report are required for public buildings with a useable floor area over 1,000m2, occupied in whole, or in part, by public authorities and by institutions providing public services to a large number of persons and if they are frequently visited by members of the public. The Advisory Report outlines ways in which energy can be saved and provides recommendations that include the short, medium and long-term paybacks of various green technologies. The implementation of these recommendations would reduce the building's CO2 emissions, as well as fuel costs.
Stroma Certification's EPBD Assessor Certification scheme documents are made available to the public, applicants and certified Assessor through a downloadable members pack that contains documents including the following:
EA Agreement-License-Terms and Conditions - To be completed for those Assessors requiring certification or alternatively the online application can be completed.
EA Scheme Members Handbook- Documents the certification scheme processes for granting, refusing, maintaining, renewing, suspending, restoring or withdrawing certification or expanding or reducing the scope of certification.
Impartiality Policy- Documents Stroma Certification's commitment to ensuring impartiality in all aspects of our certification and business activities. Further information is also available on the Consumer Advice page.
Complaints & Appeals Policy - Documents how a complaint or appeal can be notified to Stroma Certification and how it will be dealt with. Further information is also available on the Consumer Advice page.
Support Policy- Documents the means by which Stroma Certification can be contacted concerning EPBD Assessor certification or other business related activities.
ID Photograph Requirements-Documents the format and structure needed for photos to be used to produce the applicable certification ID card.
Fraud Identification Policy- Documents the checks carried out by Stroma Certification in identifying fraudulent activity, and how instances of fraud will be dealt with.
Privacy Policy- Documents Stroma’s commitment and procedures for ensuring that the personal data collected and used in our certification and business activities is in accordance with the General Data Protection Regulation (GDPR) requirements.
