Stroma Certification’s NDEA Scheme

Non-Domestic Energy Assessment Certification (NDEA) is provided by Stroma Certification for the energy assessment of non-domestic buildings. Our certification scheme is authorised by the Department for Levelling Up, Housing & Communities (DLUHC) and allows NDEA members to lodge Energy Performance Certificates (EPCs) for commercial buildings.

EPCs are mandatory upon construction, sale or rental of any non-domestic building, whether new or existing. An assessment must be carried out by an accredited assessor and an EPC generated, which gives the building a rating of A–G (A being the most energy efficient).

We offer regular CPD and training events to help you fulfil your annual CPD obligations (10 hours per year). Non-domestic technical support is also available to members via phone and email.

Accepted Commercial Software

Stroma Certification accepts lodgement via any of the industry’s leading non-domestic software, including: • iSBEM • IES • Design Builder • Hevacomp • G-ISBEM Standard • G-ISBEM Site Notes • Property Tectonics (lifespan)

In 2017, the Government implemented Minimum Energy Efficiency Standards for domestic and non-domestic properties. Under the MEES regulations a commercial property may not be let unless it meets a minimum EPC rating of ‘E’. Stroma-certified NDEAs can advise landlords and other commercial property stakeholders about which properties are at risk of non-compliance under MEES. By undertaking our MEES training course you can help your customers to avoid costly fines which can be levied for MEES non-compliance and advise on the measures which can be taken to make a non-domestic property more energy efficient.
Stroma Certification's ESOS Certification scheme is designed to certify ESOS Lead Assessors in line with the requirements of the Energy Savings Opportunity Scheme (ESOS). Our ESOS Register is approved by the Environment Agency on behalf of the Department for Business, Energy & Industrial Strategy. By becoming an ESOS Lead Assessor, commercial assessors can work with large organisations to assess and reduce their energy consumption.

In 2016, new legislation in Scotland set out that an additional assessment is required for all non-domestic buildings over 1000m2, this became known as a Section 63 Action Plan. Section 63 is applicable to Non-Domestic Energy Assessors. To carry out a Section 63 Assessment, NDEAs will first need to complete a Section 63 training course to become a Section 63 Advisor and then join our certification scheme.

NDEA Members will have a proportion of your commercial lodgements audited on an annual basis to ensure compliant lodgement activity. We support the ongoing technical compliance of our members through the provision of CPD material including technical bulletins and advisory notes. This will help you towards fulfilling our scheme requirement of at least 10 hours CPD per annum.
Stroma Certification's EPBD Assessor Certification scheme documents are made available to the public, applicants and certified Assessor through a downloadable members pack that contains documents including the following:
EA Agreement-License-Terms and Conditions - To be completed for those Assessors requiring certification or alternatively the online application can be completed.
EA Scheme Members Handbook- Documents the certification scheme processes for granting, refusing, maintaining, renewing, suspending, restoring or withdrawing certification or expanding or reducing the scope of certification.
Impartiality Policy- Documents Stroma Certification's commitment to ensuring impartiality in all aspects of our certification and business activities. Further information is also available on the Consumer Advice page.
Complaints & Appeals Policy - Documents how a complaint or appeal can be notified to Stroma Certification and how it will be dealt with. Further information is also available on the Consumer Advice page.
Support Policy- Documents the means by which Stroma Certification can be contacted concerning EPBD Assessor certification or other business related activities.
ID Photograph Requirements-Documents the format and structure needed for photos to be used to produce the applicable certification ID card.
Fraud Identification Policy- Documents the checks carried out by Stroma Certification in identifying fraudulent activity, and how instances of fraud will be dealt with.
